In most instances, the preparer of a permit application cannot submit the permit application. Rather, the Responsible Official (RO) or Designated Responsible Official (DRO) will have to submit the permit.
If you encounter this scenario, you can share the application with the RO or DRO, who will then be able to submit the application.
